Obama's Flexibility Fallacy

On Thursday July 3, Obama held two press conferences on Iraq to clarify his position. The net effect was that he created more confusion on his policy than clarity.
Yet the media began with a mantra that a confusion of policy, and a want to be all things to all people, was actually "flexibility" - and that flexibility is a good quality for as leader!
I would agree that flexibility is a good quality in a leader, but in the case of Iraq, it wasnn't Obama who was flexible.
Lets review:
Petreuas comes back to the government last year and says that the situation is dire, yet that victory is still achievable if we can give him the resources to be flexible, and change the strategy on the ground.
Despite how unpopular an increase of manpower is in the polls, JOHN MCCAIN risks his political career to give Petreaus the flexiblility in strategy and resources to sieze control of the situation, and bring us closer to victory, and our goal of a democratic, peaceful Iraq.
Contrast with Obama, who was opposed to giving the commander on the ground flexibility.
So exactly who deserves credit for flexibility?
